Sir,
I have laid before the Lords Commissioners of
His Majesty's Treasury your letter of the 19th ultimo (28310) and its accompanying copy of a letter from Professor C.A.Middleton Smith relative to the grant of further assistance from Imperial Funds to the University
of Hong Kong.
In reply I am to state that on the merits of the case My Lords adhere to the views indicated in Their letter (14893/09) of the 20th August 1909. They see no justifica- tion for increasing the annual grant then sanctioned.
I am to add, with reference to the suggestion in Professor Middleton Smith's letter that payments made by China on account of the Boxer Indemnity might be used for educational work in China, that, as Mr. Secretary Harcourt
is aware,
His Majesty's Government haw decided that no claim has been made out for financial assistance from them
towards the establishment of a University in China.
